What is Care Concept health insurance company?
Care Concept Health Insurance was founded over 25 years ago as a German company specializing in providing health insurance packages not only for residents in Germany, but also for travelers outside their home country, having evolved to become a leading brand in the field of international health insurance.
The company aims to make the costs of medical treatment abroad manageable and securely covered, while also providing flexible health insurance that suits short, medium, and long-term stays based on different travel purposes such as tourism, study, work, and others.

Health insurance from a Sharia perspective
In Islam, health insurance is one of the contemporary financial transactions concerning which scholars have differed in ruling. The fatwa depends on the insurance system and the nature of its framework. A large segment of scholars holds the view that insurance is permissible if it is cooperative insurance based on the principle of solidarity and shared risk-bearing without ambiguity (gharar) or usury (riba). Accordingly, they consider health insurance impermissible if it is purely commercial and relies on unfair profit or significant ambiguity.
It should be noted that all health insurances provided by Care Concept are commercial health insurances. Therefore, the explanation of these insurances in this article falls within the framework of cases where a person is forced to obtain health insurance for legal, administrative, or financial reasons, in accordance with the Islamic jurisprudence rule "necessities permit the prohibited." Therefore, if there is complete freedom of choice, a person can look for other alternatives. There are many alternatives such as cooperative or Takaful insurance systems or healthcare systems that comply with Sharia guidelines, depending on what is available in the country of residence.
Features of Care Concept health insurance
Care Concept offers a wide range of health insurance packages that meet the needs of various groups of people coming to Germany or traveling abroad. The insurance packages include special offers for German language students, as well as bachelor's, master's, and doctoral students. Trainees in vocational training programs (Ausbildung) and healthcare professionals such as doctors, pharmacists, and nurses can also obtain suitable insurance with Care Concept. In addition, Care Concept packages serve job seekers via the Opportunity Card (Chancenkarte), as well as tourists, visitors, business people, and freelancers.
Care Concept is distinguished by the diversity of its health insurance programs in terms of the duration of stay, as it provides suitable insurance packages for short visits such as Schengen visas. In addition, it offers other packages dedicated to long stays such as study and work, like the 16d visa for healthcare professionals. At the same time, the company offers multiple price options and varying ranges of health coverage. Therefore, each person can choose the insurance that suits them according to their needs and budget. All procedures for subscribing to health insurance packages are done online through quick and easy steps.
Public and private health insurance system in Germany
Health insurance is mandatory for everyone residing in Germany. Therefore, German embassies require a health insurance document either during the visa interview or when the visa is printed in the passport. This requirement aims to ensure that residents on German territory receive the necessary medical care.
The health insurance system in Germany is based on two main types: public insurance and private insurance. Most employees and university students are required by law to have public health insurance. In contrast, private health insurance provides alternative solutions for specific groups. The target groups include the unemployed, international students, visitors, and freelancers, depending on residency conditions and legal status.
Care Concept health insurance falls under the category of private health insurance. The company offers various solutions for students, travelers, expatriates, and people residing temporarily in Germany or abroad. Despite the diversity of Care Concept's private health insurance packages, they are not a permanent substitute for statutory health insurance. A person becomes obligated to switch to statutory health insurance when starting employment or when enrolling in a study program that requires it. Therefore, choosing the appropriate insurance depends on the purpose of stay and the academic or professional status within Germany.
How to register for this insurance is explained in the article: BARMER Public Insurance in Germany].
When should one switch from private to public health insurance in Germany?
In the case of employment, whether part-time or full-time, or university enrollment for bachelor's and master's students, the person must switch to government insurance.
There are two situations in which one must switch from private insurance to government insurance:
University and master's students
The first case concerns students affiliated with the university, such as bachelor's and master's students. It is well known that private insurance provides health coverage during the German language study phase before starting university. In other words, it allows one to continue with this insurance as long as the person is not officially enrolled in the university. Accordingly, the person becomes obligated to switch from private insurance to public health insurance when starting university studies in Germany.
Care Concept offers this procedure in a simple and fast manner. First, the person chooses to register for private health insurance such as Care College. Afterwards, the insurance company registers the person in the public health insurance from their home country. This is done without the need for an address within Germany, so that this public insurance begins upon entering the university. After applying, the person receives an electronic insurance certificate via email, which they use when applying for the visa at the German embassy. The insurance company then communicates electronically with the university via the M10 system in order to confirm the registration in the public health insurance when the student starts entering the university.
Exemption from government student insurance through Care Student insurance
It is not always necessary for a student in Germany to switch from private insurance to public insurance. For example, Care Student insurance allows many students to remain with private insurance and obtain an exemption from public health insurance (Befreiung). This option helps reduce a portion of monthly costs, as Care Student insurance is less expensive than public insurance, making it a suitable and economical choice for international students.
For more details, you can read the article Care Student: The alternative to public health insurance for students in Germany to learn about its benefits, how to register for it, and the target groups
Employees and trainees
Regarding the second case, it is related to work and trainees in Ausbildung programs. The person can continue with private insurance until starting a part-time (Teilzeit) or full-time (Vollzeit) job in Germany. After starting the part-time or full-time job, the person must switch to public health insurance (Gesetzliche Krankenversicherung).
In contrast, this condition does not apply to work Mini-job. Because this type of work does not require switching to public health insurance. Therefore, a person working a Mini-job can continue with private insurance, such as Insurance Care College or Care Student Without the need to change the insurance.
It is important that a person is not registered in the government health insurance by their employer, because the employer often chooses the cheapest option in order to reduce the costs of which they bear a part within the insurance system. Therefore, it is preferable for a person to register for government health insurance themselves directly online.
When can I switch insurance? Governmental To private insurance in Germany?
Transition from insurance Governmental My students
The age factor is important for registration and transfer in government student insurance:
- If you are under 29 years old, you can get government student health insurance through one of the approved companies mentioned earlier.
- If you are over 29 years old, you cannot register for the special government student health insurance. You therefore need to switch to Care Student Insurance.
Transition from insurance Governmental Work-related
A person can, after or before the end of their employment depending on their insurance status, notify the government health insurance company of their wish to terminate their membership. This usually requires providing proof of alternative health insurance, such as private health insurance provided by Care Concept As explained in the previous paragraph, after reviewing the documents and meeting the required conditions, the government insurance is officially terminated and transitioned to private health insurance.

This is particularly important for international and master's students who know the start date of their semester. They can obtain proof of health insurance and submit it to the German embassy as part of the visa application procedure.
As for the period preceding the start of the semester, the student usually needs health insurance that covers the time before actual studies begin. During this phase, temporary private health insurance can be utilized, such as the packages offered by Care Concept, which were explained in the previous paragraph. The company provides various plans suitable for multiple categories such as doctors, pharmacists, university students, and other expatriates depending on the type of residency. After university studies begin and the required conditions are met, the student can switch to one of the public health insurance companies, which we will discuss in detail in the following sections.

Public health insurance companies in Germany: Which provider is the best?
The German statutory health insurance system (Gesetzliche Krankenversicherung – GKV) is managed through numerous approved insurance companies. Among the most famous of these companies are AOK, BARMER, DAK-Gesundheit, TK, and KKH. All of these companies provide the same basic health coverage in accordance with German laws. However, they differ in some additional services such as digital services, bonus programs, health offers, and the level of customer service. Therefore, choosing the appropriate insurance company depends on an individual's needs and preferred communication method.
BARMER Public Health Insurance in Germany: My Personal Experience and Why I Recommend It
This is the public health insurance that I recommend for several reasons, and it is also the insurance that I personally use in Germany, so my talking about it is based on practical experience in dealing with the company.
Regarding BARMERwhat truly sets it apart is the level of customer service and the ease of dealing with the company. This is particularly important for newcomers to Germany, where one might initially need help with certain procedures. These procedures include updating insurance data, changing the membership start date, or understanding the steps required to access health services.
Based on my experience dealing with the company, I can help you follow up on these procedures and facilitate communication with them, either by connecting you with Mr. Lennart Müller, who is responsible for following up on cases, or by communicating with me directly to help you complete the required steps.

BARMER is a suitable choice for people starting their lives in Germany, especially international students, master's students, and new employees. The company provides digital services that help members easily manage their insurance, such as tracking membership information, accessing documents, and utilizing available electronic services.
This feature is particularly important for newcomers, as registration for public health insurance can take place before arriving in Germany, such as for university and master's students who need proof of insurance as part of the visa process. Therefore, digital services help track applications, access documents, and communicate with the company before studies or work begin.
